I don't know where you are located, but in NY we have what is called a PINS petition. The link below can explain it in detail. I do know that the child has to be between 7-16 and the petition is filed through the courts.
I am also including a link to TOUGH LOVE. You haven't gone into detail, but it seems to me that this kid is more than most people could handle. I know he is your grandson and you love him, but if something isn't done now, you could lose him permanently. My best advice would be to stop rescuing this child, make him responsible for his own actions. It will hurt, but ultimately, it may be the one thing that saves him.
I would also suggest counseling for you as well. Seek out a counselor near to you that is familiar with this type of situation - grandparents raising grandchildren. Perhaps they would have more suggestions and resources that would be useful.
